VA Transformation Twenty-One Total Technology Next Generation (T4NG)
The VA Transformation Twenty-One Total Technology Next Generation (T4NG) – The T4NG is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. This contract is intended to provide total information technology (IT) services and solutions encompassing, but not limited to, software and IT products incidental to the solution, in conjunction with all services needed to integrate a system, network, or other IT service in order to meet a client’s mission requirements.
Accordingly, Task Orders may include acquisitions of software and IT products. Services shall include technical, systems engineering and other solutions encompassing the entire range of IT requirements. Services, as well as related IT products, may encompass the entire life-cycle of a system, including but not limited to program management and strategy planning, systems/software engineering, enterprise network, cyber security, operation and maintenance and IT facilities. Moreover, services and related products covered under this contract shall be global in reach and the Contractors must be prepared to provide services and deliverables worldwide. Total IT services solutions addresses technical support, program and services management, strategy planning, systems and software engineering, design and development. Total IT services solutions can also include integration, implementation support, architecture development, studies and analysis, test and evaluation, modeling and simulation, data migration, training, enterprise network engineering, cyber security, operation and maintenance, IT facilities and other solutions encompassing the entire range of IT and Health IT requirements, to include software and hardware incidental to the solution.
Contractor-provided solutions may support VA and its joint initiatives, other Federal Agencies, and if so authorized by specific Legislation (e.g. Public Law 108-136 Section 803), tasks for State and local Governments involving IT and telecommunications that are federally funded.SPARC is a multiple award, Indefinite Delivery/Indefinite Quantity (IDIQ), performance-based contract. It is available to all components within Centers for Medicare & Medicaid Services (CMS) and all Health and Human Services (HHS) Operating Divisions to procure IT System development services, from end to end.

4.1 Program Management (PM), Strategy, Enterprise Architecture and Planning Support: This functional area is to provide Program and Project Management, monitoring and analysis, strategy, enterprise architecture and planning support. These services may be at the enterprise or on an individual project level.

4.2 Systems / Software Engineering: This functional area is to provide systems/software engineering support for any or all phases of a system/software lifecycle and can cover the entire range of VA systems to include healthcare information processing, payroll processing, decision support systems etc.Design Services

4.3 Software Technology Demonstration and Transition: This functional area is to test and evaluate advanced technologies.

4.4 Test and Evaluation Support: This functional area is to provide support in all phases of the testing life cycle.

4.5 IV&V: This functional area is to review, evaluate and verify the procedures used to develop and test third party systems/software.

4.6 Enterprise Network Support: This functional area is to provide comprehensive life cycle systems/network administration for VA enterprise systems.

4.9 Operations and Maintenance: This functional area is to operate, repair and maintain systems, applications, and IT environments in support of applications and/or system components for production environments.

4.10 Training: This functional area is to identify training requirements and to obtain, develop or conduct training programs throughout the life cycle of a system, application or product.
